Loxo vs Bullhorn
This is the classic modern-challenger-vs-incumbent choice for agencies. Bullhorn is the staffing industry's default ATS/CRM: deep workflows, a huge integration marketplace, and the ecosystem every agency tool integrates with first. Loxo's pitch is consolidation — ATS, CRM, a sourcing database, contact data, and outreach in one subscription, replacing three or four tools.
| Loxo | Bullhorn | |
|---|---|---|
| Scope | ATS + CRM + sourcing database + outreach in one | ATS/CRM platform + marketplace of integrations |
| Sourcing | Built-in database and contact data | Via integrated partners (hireEZ, SourceWhale...) |
| Ecosystem | Growing | Largest in staffing; everything integrates with it |
| Modernity | Fast, modern UX | Powerful but dated; heavier admin |
| Pricing | Free tier; published per-user plans | Custom quote, annual contracts |
| Best fit | Small-to-mid agencies consolidating their stack | Mid-to-large staffing firms needing the ecosystem |
Under roughly 25 seats, Loxo's consolidation math is compelling: fewer tools, lower total cost, one place to work. At scale — or when your clients, VMS integrations, and back office assume Bullhorn — the incumbent's ecosystem wins regardless of UX. Migrating off Bullhorn is a project; pick deliberately.
